Sistem inovasi juga diperlukan untuk menciptakan sinergi antar pelaku pembangunan (diantaranya industri, perguruan tinggi, pemerintah &#038; lembaga penelitian) sehingga meningkatkan daya saing, efisiensi dan efektivitas sumber daya pembangunan. Sistem inovasi yang dimaksud disini tidak hanya terkait dengan kebijakan\/institusi, namun juga kumpulan aktor\/lembaga yang bekerja bersama dan memunculkan inovasi. Inovasi yang dimaksud termasuk inovasi sosial, terutama inovasi untuk pembangunan yang inklusif. Sistem Inovasi harus dibangun dengan konteks yang jelas dan berdasarkan keunggulan yang dimiliki oleh negara. <\/p>\n<p>Indonesia telah mempunyai beberapa pemahaman dan konsep sistem inovasi nasional yang dirumuskan oleh beberapa pakar, namun konsep ini belum terlihat implementasinya secaranasional. Perlu adanya suatu konsep yang sesuai dengan karakteristik bangsa, disepakati bersama oleh para aktor inovasi, dan cukup kuat untuk mendorong pertumbuhan inovasi serta sinergi antar aktor inovasi. <\/p>\n<p>Jika dirumuskan dan diimplementasikan dengan baik, Sistem Inovasi Nasional akan membantu percepatan pertumbuhan ekonomi dan meningkatkan kesejahteraan masyarakat lewat pemanfaatan hasil riset iptekin.<\/p>\n<p>Selama bertahun-tahun, konsep Sistem Inovasi Nasioal (SINas) telah ada dan menjadi pembahasan. Namun demikian, pembahasan sistem inovasi nasional selama ini terhenti pada tahapan konsepsi semata, belum terjabarkan operasionalisasi dari sistem tersebut, sehingga sulit untuk dijalankan.
