The blueprint is expected to provide detailed operationalisation and needed strategies to improve\/reform the knowledge and innovation ecosystem. The blueprint focuses on five fundamental elements to improve the ecosystem, i.e. the regulatory framework, institutional arrangements, governance and accountability mechanisms, funding and incentive schemes and human resource and infrastructure development.
