Rating saat ini sekedar memberi perkiraan jumlah orang yang menonton program TV pada waktu tertentu. Alat ini tidak mampu menyajikan kompleksitas pengalaman menonton TV. Dengan berpegang pada logika rating, para pemain di industri media merancang program dan menentukan harga slot iklan demi mengeruk keuntungan. Hal ini menyebabkan penonton hanya dianggap sebagai konsumen, alih-alih warga. Padahal, televisi bersiaran menggunakan frekuensi milik publik, dan karenanya memikul tanggung jawab untuk melayani kepentingan publik (UU Penyiaran 32\/2002 Pasal 3).<\/p>\n<p>Bertolak dari studi kasus Rapotivi, riset ini menawarkan gagasan Crowd-r@ting. Crowd-r@ting merupakan inisiatif kolektif yang memungkinkan warga menyampaikan umpan balik langsung berupa penilaian (rating) dan ulasan tentang kualitas program televisi. Crowd-r@ting berjalan dengan semangat untuk mengembalikan posisi penonton sebagai warga yang berdaulat.
